Why can't the U.N. or some organization set up a court System like a divorce court or like when one sews an other.Have a court decide how is responsible and fallow threw with a decision.For instance North and south Karia fighting over how sank the battleship.It is reminiscent of 2 kids fighting over the game You Sunk My Battleship.Why not have a court decide the out come and have the one responsible pay for the damages.
