Is hispanic toilet society compatible with American culture?

One thing that I have noticed with hispanics and other 3rd world nationals is their lack of hygiene. You go into a Mexican run restaurant in the U.S. and 9/10 times you can tell that there is a health concern there. Also, they live 20 to an apartment, have no concept of trash dumpsters, bathing, and houskeeping. Is this 3rd world sense of hygiene compatible with America?
